On the official website, logbook materials and guides are provided, as well as a rubric, but in the manual under the grading/scoring section, the logbook is not listed. Is the logbook a part of completion this year as a graded/scored component, or is it optional but still recommended?

The logbook isn’t necessary, however it is highly recommended as it is required for all judged awards. All-Around Champion, Communications Mission Champion, Coding, Airmanship, and even Judges include the logbook as part of their criteria.
